In this current climate of political polarization, major protests and civil unrest are at the forefront of concerns for U.S. law enforcement. Agencies charged with ensuring public order and a citizen’s constitutional rights must ap propriately balance these concerns where split second operational decisions can mean the difference between a lawful assembly and a riot. This presentation will offer the audience a myriad of considerations and best practices that go into keeping such events peaceful within the framework of the IACP’s Blueprint and the 6 pillars of the 2015 President’s Task Force on 21st Century Policing. Agencies must reimagine how they can build and maintain trust, confidence, and satisfaction, within the communities they service, while examining their policies on mass demon strations which should minimize the use of provocative tactics and equipment. These policies should account for procedures that implement a layered response to protests which prioritize de-escalation, and a guardian mindset. Attendees of this presentation will leave with a clear understanding of how to prepare and plan in conjunction with their communities, how to effectively communicate with stakeholders and the public through venues such as social media, and how proper training keeps officers and citizens safe while ensuring credibility and professionalization of their agency is maintained during these events Jose Vega is a retired 25-year veteran Sergeant of the NYPD and graduate of the 253rd session of the FBINA. For 19 years he was assigned to the Disorder Control Unit which is the NYPD's main public order unit. Among his many responsibilities was the training of NYPD personnel in all facets of public order as well as responding to major events to provide tactical and logistical aid to on scene incident commanders. He was one of the unit's lead designers for multi-agency training exercises. Jose is recognized as one of the leading experts on public order in the country and has provided frequent presentations on public order to departments around the world. In 2016 he was promoted to Sergeant Special Assignment, an achievement bestowed to members of the department who are recognized for their achievement and performance. He now provides instruction on public order for the Center of Domestic Preparedness and is on the staff of NY Blueline Consulting Group and L2 Defense Corp, companies that provide law enforcement and exercise training services nationwide. Additionally, Jose is on the National Institute of Justice's Special Technical Com mittee for the standardization of public order training, tactics, and equipment nationwide. Anthony J. Raganella is the founder and CEO of NY Blue Line Consulting Group. He is a retired 25-year NYPD Deputy Inspector who spent 8 years as the Commanding Officer of the Disorder Control Unit. During his career, he has been involved in the policing of over 2,000 demonstrations and major events, as well as the relevant training of tens of thou sands of NYPD officers. Anthony is considered a subject matter expert on matters related to protests and civil unrest and is at the forefront in advocating for national standards on public order in US policing. He conducted international research for the National Institute of Justice (NIJ) in 2017, where he continues to work with NIJ serving on their Special Technical Committee (STC) to develop standards for Personal Protective Equipment (PPE) and training within U.S. law enforcement Civil Disturbance Units (CDU). Anthony also works closely with the National Tactical Officers Association (NTOA) on develop ing a national standard for matters related to public order in policing. He also serves as a consultant to FEMA’s Center for Domestic Preparedness and is an approved expert witness in Federal court on such matters. Anthony has completed his Master Degree in Public Administration, a Bachelor of Science Degree in Behavioral Sci ence, an Associate of Science Degree in Criminal Justice, as well as being a graduate of the 24th Session of Columbia University’s Police Management Institute, and the 223rd Session of the FBI National Academy. Additionally, Anthony is the author of several published peer-reviewed journal articles and text book chapter supplements in the field of criminal justice, and has been selected to serve on the FBI National Academy Associates Speaker’s Bureau where he presents on these matters to national audiences. Peter Davidov has served in law enforcement since 1992 when he began his career as a reserve police officer for the Metropolitan Police in Washington, DC. He has served as a United States Capitol Police Officer, Scottsdale, AZ Police Of ficer and as a Special Agent for the Drug Enforcement Administration. He has spent the majority of his career with the Montgomery County Police Department (MCPD) in Maryland. Peter has extensive experience as a firearms and general instructor. He has taught entry level and advanced police training in use of force and firearms. He has specialized in the highly demanding area of police response to civil disorder, an environment in which police use of force is highly scrutinized. He has trained for civil disturbance since he began his law enforcement career. Peter was one of the founding members and lead trainers of Montgomery County’s Special Event Response Team (SERT) which is responsible for handling civil disturbance. He has responded to many major events including IMF pro tests in Washington, DC, the 2009 G20 protest in Pittsburgh, PA, Presidential Inaugurations in 1992, 2001, 2005, 2009,
