2013 and 2017, and the 2015 Baltimore Civil Unrest. He was the CDU leader for Montgomery County’s SERT response to the Baltimore unrest. He was the part of the command team for MCPDs emergency response to the United States Capi tol on January 6th, 2021. He is one of the founding members of the Metropolitan Washington Council of Governments (MWCOG) CDU subcommittee and served as chairman of the committee from 2015-2017 and is the current Chairman. He is currently a member of the National Institute of Justice’s Special Technical Committee for CDU personal protective equipment. As a member of the STC he travelled to the United Kingdom and Germany to meet with public order and crowd control experts and practitioners in November of 2017. He presented at the National Public Order Workshop in Ottawa, Canada in November of 2019 at the invitation of the Royal Canadian Mounted Police. He is a consultant for the DHS Center for Domestic Preparedness in Anniston, AL serving as a crowd management instructor and subject matter expert. He is a member of the National Tactical Officers Association Public Order Working group. He has worked as an expert witness in the area of police response to public order events in federal civil litigation. Peter holds a Bachelor of Science in Foreign service and a Master of Arts in National Security Studies, both from Georgetown University. He is a graduate of the 279th Session of the FBI National Academy. Drone as First Responder (DFR): An Innovative Use of Drones for Public Safety Captain Don Redmond , Chula Vista Police Department (CA)(Retired); Vice President Advanced Public Safety Projects, BRINC Drones; FBINA Graduate Session 263 1.5 hours education credit National tragedies continue to grip the nation as communities look to their police agencies for solutions. Law en forcement must reimagine police response to increase safety and obtain real-time information for better-informed decisions. The idea of deploying small drones to respond to emergencies is gaining momentum. The Drone as First Responder (DFR) operation is an innovative use of drones for public safety. DFR is a program whereby public safety drones are pre-positioned in each service area, ready to be launched immediately in response to an emergency call for service, and live-stream the video to officers, command staff, and communications centers. DFR has proven to be an efficient and effective way of providing critical public safety information, increasing situational awareness and providing de-escalation strategies to keep both first responders and the community safe. Retired Chula Vista Police Captain Don Redmond has over 25 years of law enforcement experience and now works for BRINC Drones as the Vice President of Advanced Public Safety Projects. In this role, Don is focused on building future capabilities to help Public Safety save lives and effectively integrate UAS into communities around the world. As a Police Captain, Don oversaw Support Operations consisting of the 9-1-1 Police Communications Center, Technology, the Professional Standards Unit, and UAS Operations. He managed the Chula Vista Police Department’s UAS Program including the Drone as First Responder (DFR) for three years and is active in the UAS community. Don holds a Master of Arts Degree in Administrative Leadership from the University of Oklahoma and a Bachelor of Arts Degree in Educa tion from San Diego State University. He is a graduate of California P.O.S.T. Command College (Class 64) and the FBI National Academy (Class 263). Discussion of recent achievements as well as expected near and long term directions of the National Academy Program will be shared and discussed. Lastly, input from attendees will be sought as to possible avenues that both the FBI and the FBINAA may wish to consider in the future.
