regional city for South West Sydney is becoming increasingly more evident as cranes dominate the Liverpool CBD landscape. Within two years there will be an additional 2000 residents in the Liverpool CBD alone. By mid 2030 one in every 2 residents in Sydney will live in Sydney’s West. I have been a member of The Western Sydney Airport Alliance since it’s conception and am pleased to see our efforts drive forward the development of a Western Sydney Airport at Badgerys Creek. The members of the Alliance have always believed that a major employment catalyst is needed in Western Sydney to increase the number of job opportunities and improve the work-life balance of the regions two million residents. The need for a strong voice for the Liverpool business community has never been more important and we have been making changes to accommodate the new demands placed on our Chamber. We will be increasing the Executive to eleven Board members to enable greater member participation to better serve our business community. We are strengthening our partnerships with government at all levels. We are growing the Chamber with concerted efforts to increase our visibility within the business community. This year we have already seen our membership increase at unprecedented rates, as more and more businesses realise that Liverpool needs a united voice to drive the infrastructure developments so needed to ensure maximum benefits to business in Liverpool. Western Sydney Infrastructure Plan Local Roads Package The Australian Government, in partnership with the NSW Government, is funding a $200 million Local Roads Package as part of the Western Sydney Infrastructure Plan for 10 years until 2024. This funding package focusses on enhancing the capability of the road network and improving connections to the Sydney motorway network and employment opportunities. It will enable the Australian Government to fund a range of minor works generally in the Local Government areas of Liverpool, Camden, Wollondilly, Campbelltown, Penrith, Fairfield and Blacktown to improve local transport connections in Western Sydney. The NSW Government will facilitate the funding package that will consider proposals from these councils for major work on local, regional or national roads. There will be $20 million available each year with projects expected to generally be worth between $5 million and $10 million. Projects from multiple councils which include work along a corridor or along a single road will also be considered. The applications will be assessed based on: • Improving connection to the Sydney motorway network and access to the site of the Western Sydney Airport at Badgerys Creek and the Western Sydney Employment Area • Local strategic significance including the relationship to existing strategic plans • Improving traffic flows and providing safety benefits for local communities • Improving the operation of the Western Sydney road network, including journey times, safety and travel reliability • Providing value to the community.

What happens next In July 2014, the Australian Government is briefing eligible local councils and calling for expressions of interest for round one of the funding. These proposals will be assessed against the criteria and an announcement about the successful projects to be funded under round one be announced later this year. Project planning and early work on successful projects are expected to start before the end of 2014. In mid-2015, the Australian Government will call for applications for round two funding and in mid-2020 for round three. New airport a magnet for buyers

Article from SMH Antony Lawes September 14, 2014 The first planes may not be touching down for at least a decade but land near the proposed airport at Badgerys Creek is fast becoming hot property. From Blacktown in the north to Campbelltown in the south, small investors through to large developers are scrambling to get a hold in an area that experts think has staggering potential. And this is before much of the land around the airport has been rezoned, or has services such as sewerage and water connected. “It was virtually overnight,” said Michael Cavagnino, licensee of LJ Hooker Leppington, of when interest in these areas started to take off, following the announcement of the airport in April. The property market in Sydney’s south-west, like much of the city, had been riding high since last year. But agents say the airport announcement charged already popular areas such as Liverpool, and opened up interest in new swathes of rural and semi-rural land for residential and commercial development. Local agent Joe Romeo, licensee of Country Lane Properties at Horsley

Park, close to Badgerys Creek, estimated that in February and March he had one or two buyers for these rural properties. Now there are about about 100. “We’ve had a lot of people wanting to buy since the airport announcement,” he said, adding that most of them were looking at this land for commercial use. Doug Driscoll, chief executive of Starr Partners, with a network of more than 20 agencies in western and south-western Sydney, estimated that interest had surged by 40 per cent, and there weren’t enough properties for sale to satisfy demand. “I would anticipate upward pressure on prices based on this investor demand,” he said. AndrewWilson, senior economist of the Fairfax Media-owned Domain Group, said demand for residential and commercial land around the proposed airport was about to go through “a revolution, not an evolution”. Over the past three months, the NSW government has announced the rezoning of land for more than 8000 homes in western Sydney and increased the area set aside for industrial and commercial use. A spokeswoman for the NSW Department of Planning and

Environment said further planning was being done to “maximise the opportunities around the second airport”. “It is smart to start planning for a growing western Sydney today by setting aside land for housing now,” she said. Yet evenbeforemuchof this rezoning has been done, there are already “big deals” being negotiated between landowners and developers. Ray White Projects director Peter Walsh said these ranged frommulti- unit developments close to the bigger centres, to housing projects further out, but many of them were in the early stages of negotiation. “People are definitely seeing [the airport] as a stimulus to that [local] economy, there’s no doubt about it,” he said. The western Sydney director of the Sydney Business Chamber, David Borger, has been a strong advocate of the airport’s ability to boost jobs and stimulate economic growth in a region where more than 200,000 people have to leave every day for work in other parts of the city. He said while little was known about the details of the new airport, the fact that “there’s going to be employment, road improvements andbuseswill allowmore residential development in the south-west growth centre”.
