Им так же нужны места под парковку, они также заинтересованы в качественных рабочих пространствах и наличии комфортных общественных зон. Что же касается совмещения в одном комплексе административных и коммер- ческих функций, то здесь всё очевидно: бизнесу удобно, когда рядом в одном месте сосредоточены разные комитеты Смольного; чиновникам, в свою очередь, не нужно терять время на передвижение по городу с одного совещания на другое, уровень их взаимодействия автоматиче- ски возрастёт; а горожане смогут прий- ти и получить в максимально короткий срок максимальное количество услуг. Здание администрации, безусловно, должно считываться как общественное. Такая идентификация функции была нами изначально задумана. При этом важно было сделать так, чтобы у тех, кто смотрит на здание с улицы, а также у тех, кто находится внутри этого сооружения, не оставалось бы ощущения тяжести и закрытости. Идею прозрачности власти, помимо ока- зывающегося «на виду» из-за фасадного остекления и планировки рабочего про- цесса, усиливает также и пространствен- наяпрозрачность.Например, в здание администрации ведут два входа — с Нов- городской улицыи с центральнойплоща- ди комплекса. Любопытно, что мощение площади продолжается в самом здании. Таким образом, внешнее пространство как бы «втягивается» внутрь. Любой че- ловек сможет зайти в это здание, сесть в панорамный лифт и подняться через пресс-студию, где чиновники общают- ся со средствами массовой информации, под купол, откуда открывается замеча- тельный вид на город. Это и есть про- странственная доступность. Уже сейчас на круглую площадь с фон- таном для того, чтобы сделать свадеб- ный снимок, приезжают молодожёны. Там бегают дети. Гуляют мамы с коля- сками. В этом и заключалась одна из на- ших задач — было крайне важно, чтобы «Невская Ратуша» была открыта для го- рожан.

They also need parking spaces, they are also in- terested in high-quality work environment and availability of comfortable public areas. Therefore, it is quite obvious why we decided to combine administrative and commercial premises in one complex: on the one hand, it is convenient for business when different Smolny committees are concentrated in one place; on the other hand, the governmen- tal officials do not need to waste time trav- eling all over the city trying to be on time at one meeting after another. The level of their interaction will automatically rise; and the townspeople will be able to come and get maximum services in the shortest possible time. The administration building, of course, should be perceived as a public space. Such identification of its function was originally conceived by us. At the same time, it was important to make sure that those who would look at the building from the street, as well as those who were inside, would not have a sense of heaviness and closeness. The idea of government transparency is enhanced by spatial transparency, added by “visible” work process, which can be ob- served by anybody through the glazed fa- cades. The open space layout intensifies this impression even more: two entrances lead to the administration building — one from Novgorodskaya street and one from the central square of the complex. It is worth mentioning that the pavement laid in the square continues inside the building. Thus, the outer space is “drawn” inward. Any person can come to the building, get into a panoramic elevator and go up to the press studio where the officials meet media repre- sentatives, and even higher up to the dome, from which a wonderful view of the city opens. This is what we mean by spatial accessibility. Nowadays, the round square with a foun- tain is very popular among the people. Newlyweds come here to take wedding photos, children run around, young moth- ers walk with strollers. This was one of our tasks — it was extremely important to make Nevskaya City Hall open for the people.
