Pre-Employment Drug Testing 1. After an applicant is selected for a covered position, the hiring official will schedule a pre employment physical examination and drug testing with Medical Services. 2. As part of the pre-employment drug test, Medical Services or an alternate City-approved facility will collect the specimen to be tested following strict chain-of-custody procedures. A rapid-result Urinalysis Drug Screen (UDS) will be used on all applicants. All rapid results will be photocopied and negative results forwarded to the hiring supervisor. All positive results on rapid screens are presumptive. Split specimens will be sent to a Substance Abuse and Mental Health Services Administration (SAMHSA) certified lab for confirmation testing. The laboratory will conduct a urinalysis immunoassay screen followed by a gas chromatography/ mass spectrometry confirmation test for positive screens. 3. The Substance Abuse and Mental Health Services Administration (SAMHSA) laboratory will send the results of the drug test to Medical Services where the results will be reviewed by the City Medical Review Officer (MRO) and certified. 4. No applicant may begin work until the results of the physical examination, including the rapid drug test, have been reviewed and approved by the City MRO. Refusal to submit to drug testing disqualifies the applicant from being hired. A confirmed positive test will also disqualify the applicant from being considered for a position. The City Medical Services staff will notify the hiring official of the test results along with those of the physical exam. 5. If the results of the tests are negative and the applicant is cleared physically, the hiring official will notify the applicant of the hire. 6. If the results of the drug test are invalid or inconclusive, a confirmation test will be performed on the original sample. If the confirmation test is positive, the City MRO will meet with the applicant to confirm the results. City Medical Services will notify the hiring official of the positive results. The hiring official will provide notification to the applicant that the applicant will not be hired for the position. Due to the certainty of the drug testing procedures
