What is CDOIF
• CDOIF was derived from the Buncefield response working groups:
– Process Safety Leadership Group (PSLG) pioneered a collaborative approach to developing
guidance to address the Major Incident Investigation Board’s (MIIB) recommendations
following the Buncefield.
– Recognition of the crucial importance of a collaborative approach resulted in the formation of
a permanent Forum (CDOIF) to:
» Encourage and promote health, safety and environmental improvements across the
chemical and downstream oil sectors
– Chaired by the UK Health and Safety Executive (HSE)
