Of course, a territory does not have to be perfect and have solved

all its problems before it can become self-governing; all countries have

complex issues they must deal with. In fact, the declaration also says that

“inadequacy of political, economic, social or educational preparedness

should never serve as a pretext for delaying independence.” This means

that the administering nation should not try to keep control of the Non-

Self-Governing Territory by using its poverty, for example, as an excuse.

Bermuda is a Non-Self-Governing Territory of the United Kingdom; it is located in

the Atlantic Ocean off the coast of the southeastern United States.
