ROADS &TRAFFIC SAFETY

2016-2020 FINANCIAL PLAN

MISSION STATEMENT

To improve the quality of life for Surrey residents by providing an effectively-managed

transportation system that serves the mobility needs of individuals and businesses,

ensures the economic vitality of the City, is safe and secure, protects and enhances the

environment, and promotes sustainable modes of transportation (transit, walking,

cycling).

KEY PROGRAMS AND SERVICES

The Roads & Traffic Safety Utility is sustained through the work of three Engineering

Department divisions: Transportation, which plans for current and future transportation

needs; Design and Construction which designs and builds new infrastructure in an

environmentally sound and sustainable manner; and Traffic Operations and

Maintenance, which ensures the efficient and safe operation and maintenance of the

system. The shared goal of these groups is to enable mobility through safe and efficient

pedestrian, transit, bicycle and auto infrastructure.

2015 ACCOMPLISHMENTS

ECONOMIC



Secured $1 million budget from

Federal Government for ‘Inter-

Regional Commercial Travel Time

System’ project;



In collaboration with IT, upgraded

CityWorks to improve the efficiency

and effectiveness of this critical

software used by staff throughout the

City; and



Secured over $1.4 million of Ministry

of Transportation and Infrastructure

(MoTI) and TransLink funding for

cycling projects including construction

of separated bicycle lanes in the City

Centre and an extension to the Fraser

Heights Greenway.

ENVIRONMENTAL



Supported efforts to inform the public

and advocate for a positive vote on

the Regional Transportation Plebiscite;



Enhanced the operation of the new

Traffic Management Centre with

development of operating procedures

and expanded infrastructure, such as

CCTV cameras at 75 new locations;



Completed a pilot conversion of high

pressure sodium streetlights in

Newton to LED in preparation for a

citywide replacement program;



Completed, with TransLink, design

and costing work for business case

development required for Federal and

Provincial funding of LRT;



Successfully screened in to Round 7 of

PPP Canada’s P3 funding program for

construction of 27 km of LRT in Surrey

and Langley; and



Implemented an electronic file system

for Service Requests, eliminating

paper-based documentation

requirements.
