Their Lordships held that where an act was to be done "not

later than 21 days before" the happening of an event the day

on which the event happened had to be excluded and 21 clear

days were to be counted backwards to arrive at the last day on

which the act could be done.

His Lordship ruled that apparatus which could only heat two

[ooms, if they were adjoining rooms and if the dividing wall

between central heating systems joined on to an outside wall,
