1. Statutory Training: Open Meeting Laws

Speakers: Bill Whittington Esq. & Donna Aversa Esq.

One of four training modules required of fire district elected officials and fire chiefs to meet the requirements of A.R.S.

§48-803.H. This training module addresses requirements of Arizona’s Open Meeting Law and officials’ responsibilities under the

law for conducting public meetings and public business.

2. EMS Section Roundtable - Ambulance Revenue and Cost Reporting (ARCR) – Long and Short Forms.

The Good, the Bad, and the Ugly…What you need to know to accurately report!

Facilitator: Rebecca Haro, EMS Coordinator, North County Fire and Medical District/AFDA EMS Section Director

This will be a presentation by DHS and AFDA to discuss the common pitfalls when providing annual ARCRs, and how to best

avoid the problems that raise red flags. Expect a “best practices” approach and ARCR tutorial.

3. Volunteer / Combination District Roundtable

Facilitator: Joseph DeWolf, Fire Chief, Sonoita-Elgin Fire District

Discuss current issues in leading, managing and operating volunteer and combination districts in rural Arizona.

4. Family Medical Leave Act

Speaker: Brenda Tranchina

Is your District covered by FMLA? Are your employees eligible for coverage? If not, does your District choose to voluntarily

comply? A look at the key compliance issues your district needs to be aware of.

Application of drones in fire district emergency operations and developing a drone program for your fire district.

2. PSPRS Update

Speaker: Brian Tobin, Chair, PSPRS Board of Trustees - (Invited)

Presentation by PSPRS Chair and staff will address the implementation of new programs to assist fire district employers with

administering pension responsibilities; provide an update on the system’s performance; and a look at PSPRS employer issues.

3. Labor & Management Relationships

Speakers: Simon Davis, Fire Chief, Corona de Tucson Fire District /

Nate Weber, Board Clerk, Corona de Tucson Fire District and Vice President, Local 479, Tucson Fire Fighters Association

Maintaining a productive labor and management relationship is essential for building an organization capable of high quality

service delivery. This session will provide an overview of how to develop, implement and maintain a productive labor

and management relationship.

4. Wildland Roundtable

Facilitator: Dirch Foreman, Fire Chief, Highlands Fire District

Discuss current issues in the Arizona wildland firefighting community.

Discuss current issues in fire district governance and administration. The legal roundtable provides fire district elected officials

the opportunity to pose questions / discuss issues with the attorneys who present the AFDA Statutory Training.
