It is n o t e w o r t hy that the m e m b e r s of the

G o v e r n m e nt p o l i c y, m u s t n ot be u s ed to

u n d e r m i ne p u b l ic o r d er or mo r a l i ty or

the authority of the State.

T h e R e v i ew G r o u p rightly n o te that it
