The means of our defence having prov
ed ineffectual, the enemy could not be pre
vented from erecting Batteries sufhciciently
near the Capital to set it on fire in many
places and as often as he liked, without our
having the power to extinguish it b y our
fire-eng ines, which were destroyed by the
shells or frequent use.
It was therefore
.my opinion and that o f the officers, whom
is was m y duty to consult, that in consi
deration o f the reduced state o f our garrison,
we could not prevent the Capital from
being taken b y assault, in consequence
whereof, and in order to spare the lives
■of the innocent inhabitants, and the Capi
tal from the disastrous consequences of its
