The means of our defence having prov­

ed ineffectual, the enemy could not be pre­

vented from erecting Batteries sufhciciently

near the Capital to set it on fire in many

places and as often as he liked, without our

having the power to extinguish it b y our

fire-eng ines, which were destroyed by the

shells or frequent use.

It was therefore

.my opinion and that o f the officers, whom

is was m y duty to consult, that in consi­

deration o f the reduced state o f our garrison,

we could not prevent the Capital from

being taken b y assault, in consequence

whereof, and in order to spare the lives
