F. Retiree premiums for health and dental insurance must be deducted from the monthly
pension benefit provided by the NCLGERS.
G. At Open Enrollment, retirees have the option of continuing health care or using the City
contribution as a deposit to the CityFlex Medical Spending Account. If the retiree has other
health coverage and chooses to have a Medical Spending Account rather than health insurance
through the City, the City will contribute to the Medical Spending Account the same amount
that would have been contributed to the retiree’s health insurance.
5.2 Eligibility
A. Retirees and their spouses may remain covered by health insurance until age 65 as long as
the retiree is living. Upon the retiree’s death, the spouse has the option of continuing coverage
under COBRA provisions. See Section 4.9 above and related references. Retirees and their
spouses may be covered by dental insurance with no age limit as long as the retiree is living and
they are covered at the time of the City employee’s retirement.
B. Children under the age of 26 and children of any age who are permanently handicapped
prior to age 26 may be covered on the retiree’s health insurance. Children may be covered by
dental insurance only if they were enrolled prior to or at the time of the employee’s retirement
or are newly acquired dependents after retirement through a qualifying event.
C. Children who do not have access to other health insurance may be covered until the end of
the month they become age 26. Children who do not have access to any other dental insurance
may be covered until age 26 on dental insurance only if they were enrolled prior to or at the
time of the employee’s retirement or are newly acquired dependents after retirement through a
qualifying event.
D. When requested, retirees must complete a handicapped dependent eligibility verification
form and a physician’s written statement providing proof of the dependent child’s handicapped
status.
5.3 Enrollment
A. Retirees may enroll dependents in health insurance at the time of retirement. Retirees must
enroll dependents in dental insurance at the time of retirement if they wish to have dependents
covered on the City’s dental plan.
B. After retirement, dependents may be enrolled in health insurance at open enrollment, usually
in the fall of each year, for the next plan year. Dependents cannot be added to dental insurance
at open enrollment.
5.4 Coverage Changes
A. Retirees may make changes to health insurance coverage levels at open enrollment each
