pilot projects carried out under the ‘Himalayan Climate Change Adaptation
Programme’ (HICAP). Initiated in 2012, HICAP focuses on four selected river
sub-basins: Upper Salween Mekong (China), Eastern Brahmaputra (India), Koshi
