The Dniester is the joint water resource of strategic im-
portance to two Eastern European countries – Moldova
and Ukraine. There is also a third player in the game: the
Transnistrian region of Moldova

, which unilaterally de-
clared its independence in 1990, precipitating a military
conflict in 1992.

Outputs from the working group contributed to
the development of a milestone bilateral agree-
ment between Moldova, Ukraine and the Transnistrian
Region on the sustainable management of the Dniester
River. Among other things, the agreement established a
