8 622 houses, provided and disbursed R1 058
billion in the current financial year.

he development finance in-
stitution continues to provide
essential services and support
to Provincial Departments of Hu-
man Settlements and Municipalities
across the country. According toNUR-
CHA Programme Manager, Kgositsile
Sedumedi, this support is evident
in five key programmes: Free State
Technical Support; Vulindlela; East-
ern Rural Development; Eastern
Cape Bucket Eradication and the
Contractor Finance andDevelopment
Programme.
NURCHA assisted the Department
of Human Settlements in the Free
State by providing design, construc-
tion and monitoring services and
developing a Geographic Information
System. These initiatives are aimed
at improving the provincial Depart-
ment’s decision-making processes
and enable it to perform quality as-
surance, technical verifications and
manage its service providers to deliv-
er better value and quality products.
The Eastern Cape Rural Develop-
ment Programme entails the con-
struction of housing units across the
Umzimvubu, Mhlontlo and Intsika
Yethu municipal rural areas. NUR-
CHA introduced a new implemen-
tation model to replace the pilot
Voucher Scheme with conventional
contracting systems.
There is a need to improve the pro-
gramme offering in order to attract
local contractors. Some of the initial
objectives have been met such as
training for local labour and utilising
local enterprises.
The Contractor Finance and
Development Programme (CFDP)
was created to support and promote
small- and medium-size emerging
contractors todevelop into successful
and sustainable construction enter-
prises, through training, mentoring
and the provision of bridging finance.
The CFDP programme has failed to
gain momentum as the provincial
and municipal departments could
not ensure a steady flow of projects
to small contractors.
NURCHA was tasked with pro-
viding programme management
services for the Bucket Eradication
Programme initiative led by the
National Department of Human
Settlements, the Eastern Cape De-
partment of Human Settlements, the
National Department of Co-operative
Governance and Traditional Affairs,
in the Eastern Cape. With NURCHA’s
assistance, the DWS replaced 2 672
bucket systems. There are still chal-
lenges to fully eradicate buckets due
to lack of Infrastructure and water
supply. The designof sewer andwater
reticulationnetworks havebeen com-
pleted and the DWS will ensure that
construction commences shortly.
