50 Years: The Department of Boating and Waterways, 1957 to 2007

favorable – work out a project scope in advance of the interested

party’s application and then supervise the loan process.

One of Cal Boating’s crowning achievements under the loan program

is South Beach Harbor, located in San Francisco at Pier 40, half of a

mile south of the Bay Bridge on the Embarcadero. Conceived in the

late 1970s and early 1980s, the South Beach project was completed in

1986 by Cal Boating, the San Francisco Redevelopment Agency, and

the Port of San Francisco. The full-service marina, which offers access

to great sailing and spectacular views of the city skyline, features 700

slips with modern concrete docks, a 500-foot recreational/commercial

guest dock, the Pier 40 Maritime Sailing Center, and South Beach Park.

Before this project began, the area was delapidated and deteriorating.

South Beach Harbor not only cleaned up the waterfront, but became

a catalyst for redevelopment in the China Basin/South Beach

neighborhood, including condominiums, restaurants, the Embaradero

renovations, and the new San Francisco Giants’ ballpark.

A similar situation exists today in Stockton, where plans for a new city

marina prompted the construction of new hotels, shops and baseball

and basketball facilities in the area even before the marina was built.

The City of Stockton then decided to redesign the marina around the

new structures to provide better boating access from both sides of the

Stockton Deep Water Channel. The $20.6 million project should be

completed in about two years.

Many Cal Boating projects entail refurbishing facilities to bring them

up to modern code – and in some cases, to anticipate implementation

of the new ADA standards expected from the Department of Justice.

Part of the challenge comes from the variety in locations: coastal

facilities have different requirements from those at mountain lakes.

Considerations include the size of the boats that use the facility; ramp

Anthony Farr and Stacy Beckett Boating Safety Act, signed

by Governor Arnold Schwarzenegger, becomes first national

law related to carbon monoxide and boating. New law bans

“teak surfing” behind a vessel, requires placement of carbon

monoxide warning decals on vessels, and reduces number of

carbon monoxide fatalities associated with boating. Because

of Cal Boating’s efforts, a standard carbon monoxide warning

decal is now used by the boating industry nationwide.

Cal Boating becomes the lead

agency, in partnership with the

California Coastal Commission,

for Boating Clean and Green

Campaign.

The Construction of the South Beach
