LICENSES AND
SEALED RECORDS
If a person applies for a new or renewed license, the state board of
education may question an applicant with regard to criminal offenses. If
the record of the disposition of that offense has been sealed or
expunged, neither the state board nor department of education needs to
assert or demonstrate that its investigation of the offense “bears a direct
and substantial relationship” to the license or to the position which the
person is seeking.
Neither the records which have been sealed or expunged nor the
responses of the applicant to the investigation constitute a public record.

LIMITED ENGLISH
PROFICIENT
STUDENT FUNDING
Supplemental funding for students who have limited English proficiency
is based on one of three categories. The categories and supplemental
funding are:
Category 1 ($1,515) – students enrolled in the U.S. for 180 days or less
and not previously exempted from taking the spring administration of
either of Ohio’s English language arts assessments (reading or writing)
Category 2 ($1,136) – students enrolled in schools in the U.S. for more
than 180 days or were previously exempted from taking the spring
administration of either of Ohio’s English language arts assessments
(reading or writing)
Category 3 ($758) – students not qualifying for either Categories 1 or 2
and are in a “trial-mainstream period,” as defined by ODE

LOAN PROGRAM,
TEACHER
EDUCATION
A board of education may establish a teacher education loan program
for the purpose of making loans to students who are residents of the
school district or graduates of the school district, and who are enrolled in
a teacher preparation program. The board may forgive the obligation to
repay any or all of the principal and interest if the borrower teaches in the
district.
The board shall be responsible for rules regarding: eligibility criteria;
procedures for submitting and reviewing applications; amounts, interest,
and repayment schedules for loans; principles under which principal and
interest may be forgiven; “and any other matter incidental to the
operation of the program.”

MAINTENANCE OF
OCFC ASSISTED
FACILITIES
As a condition for accepting assistance from the school facilities
commission, a district is required to “adhere” to a maintenance plan
approved by the commission.

MANAGEMENT
COUNCILS, SITE-
BASED
School districts with an enrollment over 5,000 students must designate
at least one school building to be operated by a site-based management
council. Districts may apply rules adopted by the state board of
education or file with the department of education an “alternative
structure” for the operation of the site-based council. The provision does
not apply to districts which receive an overall grade of “A” or “B” on the
district’s report card.

MANDATES,
FREEDOM FROM
Districts are to be “freed” from statutes or rules pertaining to state
education requirements (but not operating standards) under the
following conditions.
For 2014-2015 and thereafter, the district received an overall grade of
“A” (which will include all components).
