INSURANCE, FLEET

AND LIABILITY

Board shall purchase insurance to insure “officers, employees, and

pupils of the district” against liability on account of damage or injury to

persons or property. This includes the operation of motor vehicles, and

the insurance may be supplemented with collision, comprehensive,

uninsured motorist protection, etc.

INSURANCE FOR

BOARD MEMBERS,

HEALTH

Board members may participate in district group health insurance plan

upon the payment of the premium in advance. The exercise of this

option must be in writing, announced at a public meeting of the board,

and recorded in the minutes of that board meeting.

INSURANCE,

LIABILITY

A board of education shall purchase insurance policies insuring officers,

employees and pupils against liability including insurance on vehicles.

The purchase must be from recognized insurance companies authorized

to do business in Ohio. Districts may also establish and maintain self-

insurance programs in combination with, or as an alternative to, regular

insurance policies.

A board may also permit a “school support entity” (a nonprofit entity

formed for the support of school district programs) to purchase liability

insurance through the district’s policy, but the school support entity must

reimburse the district for the additional premium for this coverage.

The board of education of each school district shall procure for the

benefit of its employees who operate a school bus, motor vehicle or

other vehicle used in the transportation of school children, liability

insurance for injuries to persons or property. The Attorney General of

Ohio has ruled that this insurance may be from a commercial insurance

carrier licensed to do business in Ohio, by means of a self-insurance

program, or through a joint self-insurance pool. It may procure accident

insurance covering all pupils and other authorized passengers

transported under the authority of such board.

A board of education may procure and pay all or part of the cost of

group, term life, hospitalization, surgical or major medical insurance

covering the teaching or non-teaching employees of the school district,

or in the case of hospitalization, surgical, or major medical insurance, the

dependent children and spouses of such employees.

INSURANCE,

STUDENT ATHLETE

A board of education may purchase accident insurance for students who

participate in school athletic programs provided that the board is

permitted to expend funds for that activity. This could involve an amount

to cover the deductible for student accident insurance provided by the

Ohio High School Athletic Association for approved OHSAA sports and

teams.

INTERNAL AUDITOR

Board may create position of internal auditor. Internal auditor must be

either a certified public accountant or a public accountant.

INTERVENTION AND

REMEDIATION

SERVICES

School districts are authorized to enter into contracts with public and

private entities to provide academic and intervention services for

students at any grade level (and not just grades 1-6, as in prior law.)

INTIMIDATION

TRAINING,

BULLYING,

HARASSMENT, AND

To the extent that federal or state funds are appropriated for this special

purpose, districts will provide training to staff on bullying, harassment,

and intimidation and will educate students about this mandatory policy

prohibiting such incidents. Districts are also authorized to form bullying

prevention “task forces, programs, and other initiatives.”
