On balance, the book did not clearly take position on the perspective of draft

articles on the responsibility of international organizations, which provide rules

applicable equally to relations between States and IOs and relations of organizations

inter se

. Does it mean that the general rules do not fit for the responsibility of

international organizations towards other international organizations? It could be

easily explained by reference to

lex specialis

. The question is whether the practice of

the IOs allows discerning such special rules.

To conclude, the book of Professor Patel is a valuable contribution to the debate on

the responsibility of IOs. Its originality and strong points are mainly in the empirical

approach and detailed analysis of rules and practice of the selected organizations. The

publication may be recommended to both scholars and practitioners of international

law, as well as advanced students, who are working in the issues of responsibility and

the law of international organizations.
