David Harper is a KPMG accredited FACTA advisor who has has been working at KPMG in the
financial sector in excess of 13 years in Bermuda, New Zealand, the Cook Islands and Moscow
Russia.
He works with clients to meet their FACTA compliance obligations in the Banking, Fund, Investment,
Trust, Insurance and Family Office sectors.
Since joining the Bermuda office, David has worked extensively in the regulatory compliance,
including significant AML/ATF remediation and investigation projects.
David graduated from Waikato University with a Bachelor of Management Studies and is a member
of the New Zealand Institute of Chartered Accountants (CA) and the Institute of Chartered
Accountants of Bermuda.
Mr. Haynes is a graduate of the University of the West Indies and the University of Western Ontario,
and he joined the Central Bank in 1980 as an Economist.
He has served the Bank in several capacities, including Chief Economist, Adviser to the Governor,
Director, Bank Supervision Department and currently as Deputy Governor.
As chairman of the Bank’s Strategic Planning Committee, Mr. Haynes has responsibility for guiding
the annual strategic planning process. He represents the Bank on the boards of the Barbados
Deposit Insurance Corporation and the Barbados Stock Exchange, and previously was a member
of the Anti-Money Laundering Authority of Barbados.
He has also served as Technical Assistant to the Executive Director for Canada, Ireland and the
Caribbean at the Executive Board of the International Monetary Fund (IMF) during the period
1987-1989.
Mr. Haynes has authored a number of academic papers in local and international publications,
including papers on monetary policy and financial sector issues, and debt management in the
Barbados economy.
