responsible for a myriad of administrative projects, but importantly, he also serves as the training

coordinator, handles recruitment duties, and conducts and tracks internal affairs investigations

among other related duties. In subsequent coverage further in this report, CPSM will be

recommending the creation of a Professional Standards Unit; this unit’s duties would include

employment services, use-of-force review/tracking, internal affairs, training, etc. This unit’s

creation would entail the creation of a new FTE sergeant position to handle the duties of the

Professional Standards Unit, remove some of the duties of the current administrative sergeant,

which would free up that position to transfer to the recommended Field Services Division

administrative sergeant position.

Additionally, consideration must be given to ensuring ample time for officers to prepare reports

and perform other administrative functions related to handling calls for service. Oftentimes, officers

build this time directly into the service time of the call. Other times, officers take themselves out of

service to perform this work, or remain available in the dispatch system and perform these

functions as they are waiting for the next assignment. Regardless of the method used, it is

important to have resources available to support this important role. Even considering this time,

which might not be accounted for with the illustrations above, the MHPD has ample resources to

meet service demands from the community. The officers allocated to patrol have enough time to

meet CFS demands and have time to dedicate to other activities including community policing and

proactive enforcement.
