space. The rates revenue is expected

to exceed R3,4 billion annually.

In 2001 the population of eThek-

wini was 3,09 million and grew at an

average annual percentage of 1,13%

per annum to reach 3.44 million in

2011 (Statistics South Africa).

‘There is an opportunity to pilot an Employee

Assisted Housing (EAH) scheme within the next

few years using various subsidy programmes such

as FLISP.’
