Extraordinary Members of the Council
THE Council adopted the election of the following
as the extraordinary members from the Incorporated
Law Society of Northern Ireland for the year to end
z6th November, 1948 :—Messrs. Samuel Gumming,
William H. Fyffe, George Murnaghan, Charles
MacLaughlin, James C. Taylor.
Ballot for President
THE election of the President for the next twelve
months was held and on the result of the Ballot,
Mr. Scan 0 hUadhaigh was declared elected. The
outgoing President invested him with the chain and
insignia of office, and Mr. G hUadhaigh having
taken the chair, returned thanks for his election
and proposed a vote of thanks to Mr. Henry St. J.
Blake, the outgoing President, and presented him
with a replica of the Presidential badge. Mr. Blake
returned thanks.
Election of Vice-Presidents
THE election of Vice-Presidents was held and on the
result of the ballot, Mr. James R. Quirke and Mr.
John J. Smyth were declared elected. Mr. Quirke
returned thanks on behalf of both Vice-Presidents
and proposed a vote of thanks to Mr. William L.
Duggan and Mr. John J. Bolger, the outgoing
Vice-Presidents. M~r. Duggan returned thanks on
behalf of Mr. Bolger and himself.

Legal Education Committee :
The Council appointed
a Special Committee, consisting of the Court of
Examiners, with Messrs. Cox, Greene and Barrett
to consider the present training and education of
solicitors' apprentices and to report to the Council
as to what changes, if any, are advisable, with a view
to improving the present system.
A number of matters were considered and
referred to Committees for reports.

(No. 2) ACT, 1947
UNDER Section 13 (4) of the Finance Bill as intro
duced, the provisions of the Section, which enabled
an instrument to be stamped at the lower rate of
5 per cent., applied only where the beneficial grantee
or transferee fell within the classes mentioned in the
