MEETINGS OF THE COUNCIL.

7th February.

Twenty-eight members present.

Damage to Property (Compensation) Acts.

A country member submitted

to

the

Council correspondence which had taken

place between him and the Ministry of

Finance in reference to the action of the

Minister in appropriating and applying in

discharge of debts due by a client for Land

Commission annuity, and for rates, the costs

and expenses, as well as the sum for com–

pensation included in the Report of

the

Circuit Court Judge, under the Damage to

Property (Compensation) (Amendment), Act,

1933. A letter in reply was directed drawing

attention to what would appear to be the

power of the Minister in Report cases under

the Act.

Land Commission.

A

letter was read

in reply from the

Secretary of

the Irish Land Commission

stating that the Land Commission regretted

they could not see their way to waive a

claim for payment for loss incurred by the

State through the attendance of an Inspector

of the Commission as witness for one of the

parties in a case heard in a Circuit Court,

which claim the Council had asked the

Commission not to press, owing to what

the Council

considered

to

be

special

circumstances.

28th February.

Twenty-three members present.

The late Mr. Patrick E. O'Donnell.

The Council passed a resolution expressing

its deep regret at the death of Mr. O'Donnell,

of Limerick, and its sympathy with his

family in their bereavement.

Mr. O'Donnell had formerly been an

ordinary member of the Council and sub–

sequently Provincial Delegate for Munster.

Courts of Justice Bill, 1934.

A report from a Special Committee of the

Council submitting suggested amendments

to this Bill was considered.

OBITUARY.

MR. ROBERT BAILLIE, Solicitor, died on

the 9th February, 1935, at his residence,

" Hilary," Antrim. Road, Belfast.

Mr. Baillie served his apprenticeship with

Mr.

James C. McDowell, Belfast; was

admitted

in Hilary Sittings,

1905,

and

practised as a member of the firm of Messrs.

Carson, Baillie and Thorn, at 41 Royal

Avenue, Belfast.

Mr. Baillie was President of the Incor–

porated Law Society of Northern Ireland for

the year 1929-30, and was an Extra-Ordinary

Member of the Council of this Society from

1930 to 1934.
