Sec. 18-81. Jurisdiction.

The provisions of this division shall be enforced within the corporate limits and within

one mile thereof as authorized by G.S. 160A-193.

Sec. 18-82. Unlawful conditions deemed public nuisance.

The existence of any of the following enumerated and described conditions are hereby

found, deemed, and declared to be dangerous and prejudicial to the health, safety, morals, and

general welfare of the inhabitants of the town and constitute a public nuisance:

(1)

The uncontrolled growth of noxious weeds or grass to a height in excess of 10

inches for improved property or in excess of 18 inches for unimproved property

causing or threatening to cause a hazard detrimental to the public health or safety;

(2)

Any condition which is a breeding ground or harbor for mosquitoes or a breeding

ground or harbor for rats, snakes, or other pests, or has the potential for becoming

a breeding ground or harbor for such pests;

(3)

Any accumulation of rubbish, trash, tires, motor vehicle parts or junk, mattresses,

boxes, paper, brush, old clothes, or rags causing or threatening to cause a fire

hazard, or causing or threatening to cause the accumulation of stagnant water, or

causing an attractive nuisance, which is or may be dangerous or prejudicial to the

public health;

(4)

Any accumulation of animal waste, food waste, garbage, vegetable matter, or any

other rotten matter that is offensive by virtue of odors or vapors or by the

inhabitance therein of rats, mice, snakes, or vermin of any kind which is or may

be dangerous or prejudicial to the public health;

(5)

Privies;
