Determination of Consequence
4.1.1
Consequence to People (Ref. PSLG Guidelines, Appendix 2, Clauses 40-42)
Importing from Ship.
All gasoline operations leading to overfill of a single tank which could lead to an open
flammable cloud explosion and possible on-site multiple fatalities (2 to 5). From 4PM to
8AM, the most likely time for a Buncefield type explosion, the number of personnel on site
is low (no more than 5). It is estimated that a similar number of off-site personnel are
within the 250m zone.
There are approximately 10 imports, from ship, per year. A small proportion of imports
will be carried out between the hours of 4:00pm to 8:00am. (Approximately 30%)
The anticipated on-site occupancy spilt should be as follows:
Daytime (08:00-17:00) 3-8 people
Night time(17:00-08:00) 1-3 people.
The day shift pattern is from 08:00 to 17:00. In the figures below we have apportioned a
percentage of the daytime operational figures to the PSLG guidelines suggested time at risk
of 16:00 to 08:00
Daytime (08:00-16:00) 3 - 8 people
Night time(16:00-08:00) 1 - 4 people
The anticipated off-site occupancy split should be as follows:
Local industry 07:00-16:30, 56 people then 16:30 to 07:00, up to 6 people
Local residents estimated at approx. 60 persons during 0900 to 1700hrs and approx. 120
persons from 16:00 to approx. 0800. (see separate societal risk assessment).

LOPA. See Appendix 4.
The site is confined on the North side by a high cliff in excess of 15m which would ensure
that any vapour cloud would extend to the East, South and West. There are residential
buildings to the north, beyond a road at the top of the cliff. The site is a petroleum spirits
and distillates storage facility located in an industrial and residential area along Wellington
Road with a harbour to the south and east of the site. To the west of the site is derelict
land. The prevailing wind is to the South West and the likelihood of an open vapour cloud
explosion is low. The likelihood in the 250m Zone, in the event of a vapour cloud
explosion, of causing multiple fatalities on-site is high, off site fatalities are possible. It is
considered likely that the direction of any blast from an explosion would be directed
Southwards and upwards thus preventing major damage to residential buildings. (250m
from bund being the HSE hazard zone derived from the PSLG report).
No data is available on population distribution in the harbour area however there are a
number of working facilities on the South side of the harbour area and ships dock regularly
within the harbour and at the Local Fuel Shoreham Oil terminal jetty.
