PROGRAM SPECIALIST FOR eLEARNING

Characteristics of Work:

The Program Specialist for eLearning is a full-time position within the Division for eLearning and Instructional Technology and

reports to the Assistant Executive Director for eLearning and Instructional Technology. The incumbent is charged with

identifying, implementing, and assessing best practices for the design and development of learning content, emerging

technologies, and instructional needs for the Mississippi Virtual Community College. The incumbent also serves as the LMS

Administrator and technical support liaison. The incumbent must be self-motivated and must exercise sound, independent

judgment in a dynamic environment with conflicting priorities requiring a high degree of teamwork, flexibility, discretion,

diplomacy, and tact.

Examples of Work:

The following examples are intended only as illustrations of the various tasks performed by the Program Specialist for eLearning.

These examples are not meant to be exhaustive; they are representative of the general function of this position.

1.

Manages, troubleshoots, and provides technical support for eLearning technologies.

2.

Develops and maintains user manuals and knowledge base on eLearning technologies.

3.

Serves as MSVCC technology liaison with eLearning technology vendors.

4.

Serves as LMS Administrator.

a. Provide learning management system training and support to MCCB and MSVCC eLearning Association.

b. Research and resolve LMS functionality issues.

c. Manage and maintain official and up-to-date LMS procedures and features.

5.

Develop and evaluate effective course template models that support the learning needs of the MSVCC Academy.

6.

Develop, recommend, and evaluate research- based best practices and standards to ensure course quality and conduct

quality assurance reviews to determine that established standards are being followed

7.

Maintain a broad understanding of current and emerging technologies and issues as it relates to eLearning, content

delivery, distance education, and assessment.

8.

Appropriately recommend enhancements to learning methodology and/or developing learning content using existing and

emerging technologies.

9. Collaborate with Subject Matter Experts (SMEs) MSVCC Academy facilitators, and other departments for the purpose of

identifying and developing learning objectives, course content, formative and summative assessments, rubrics, outcomes, and

new features and functions related to eLearning technologies.

10. Serve as MCCB resource person for MSVCC eLearning Association committees.

11.

Coordinate instructional design projects.

12.

Coordinate MELA meetings.

13.

Represent the agency through oral and written communications and reports.

14.

Perform other duties as assigned.

Minimum Requirements:

x

Bachelor’s degree (Master's degree preferred) in Instructional Technology or related field.

x

Strong background in learning theory and online instruction.

x

Experience working with subject matter experts in the development of online learning experiences.

x

Demonstrated experience and knowledge of learning management systems such as Canvas, graphic and multi-media

authoring software, website design and online course development.

x

Experience with synchronous and asynchronous online collaboration.

x

Excellent collaboration and communication skills.

x

Ability to handle multiple projects and tasks.
