MELA Meeting Minutes 2003 - 2017

e. Denise Gillespie asked if our MELA group could participate more in future conversations regarding the funding formula.

1. Deborah Gilbert mentioned that Keri Cole and Alicia Shows are part of the funding formula committee/task-force. However, Keri Cole expressed “the committee was not the one that proposed the new funding formula and had no input in the proposal.” 2. History of the Proposal: Deborah Gilbert stated that she received a request from a college (SMCC) that wanted to pull out of the ET because of the clerical work. Dr. Mayfield in turn submitted a letter to that college that said you will forfeit funding by doing so, which prompted the formula discussion, and the final proposal came from Dr. Nettles (outside of the committee). Presidents voted 7 to 6. f. Denise asked for clarification on some of the funding formula proposal’s verbiage, such as “decreasing proctored exams” and the “ability to provide and host” and “rely on shared courses the monetary incentive to do so”. 1. Deborah Gilbert stated that the “part time” portion of the formula is removed. If you want to continue to host/provide without any sharing, you still get the weight of 1 if you provide. “The monetary incentive is only there for shared.” Deborah Gilbert stated. 3. Krista addressed that a lot of colleges were hosting/providing for themselves, which provided a negative impact on the funding formula. Therefore, sharing will be rewarded under the new formula. Some colleges may not want to put courses in the MSVCC, but want to put their students there. g. Krista stated the small fee (90 cents per credit hour) allowed all students access to the technology services that the MSVCC provides. Presidents asked for a way to reduce fees, so the proposal seemed to be the best solution. Most presidents were receptive to 90 cents, rather than $12 per online student. 1. The group agreed that moving forward we look more closely at the technology products we receive, review product usage reports, and end contracts on products not being used. h. Shalon will start a Google Document and send it out to the group. Colleges should review the current MSVCC Policy & Procedure document, and list pages of what should be reviewed/modified in the Google Doc. We will meet January 31 st at Hinds to further discuss needed changes. 2. There was much conversation amongst the group, and all were in agreement that a face-to-face meeting would be needed.
