2019 FCIAAO ANNUAL CONFERENCE MAY 1ST - 3RD ST PETERSBURG HILTON BAYFRONT

INSIDE THIS ISSUE

The 2019 FCIAAO Annual Conference will be held May 1, 2019 through May 3, 2019 at the St Petersburg Hilton Bayfront. The Chapter will be offering IAAO Workshop 181: 7-Hr National USPAP Update on Tuesday April 30th. FCIAAO’s own Pat Alesandrini, MAI, SRA, CAE, RES, CFE (Hillsborough County) will be instructing the Work- shop. The conference will start on Wednesday May 1st with educational and informative General Sessions. This year the conference will have FOUR specialized tracks: Real Estate, Exemptions, IT/GIS and our new Administrative Track on Thursday May 2nd. Included in the cost of registration is a Welcome Reception on Wednesday night, a Dinner and Annual Meeting on Thursday night and the can’t miss event of the conference, the annual President’s Party immediately following the Annual Meeting. We’ll close out the festivities with a Networking Breakfast on Friday Morning followed by our closing General Sessions. Check out page 6 for registration and hotel information. Our Steering Committees have worked hard to put together a great Agenda that you can find on pages 8 & 9.

I hope you all are having a great 2019 so far! Everyone has always told me time goes by so much faster the older you get and I have never related more than these past few years. Before we know it, we will be submitting tax rolls and mailing TRIMS. But before all that, we have an event to look forward to- the 2019 FCIAAO An- nual Conference! More on that in a minute. holding our TPP Seminar in December at the Embassy Suites in Kis- simmee. It was great to see a good turnout for the PPS Case Study Workshop taught by Lisa Hobart that was offered prior to the start of the seminar. Good luck to those PPS candidates as you begin taking your exams! The rest of the week was filled with informative presenta- tions, education, and networking opportunities. Visit the Chapter’s website to view and download the presentations from the seminar. Just last week, a few fellow board members and I were able to host a reception at the Boatyard in Fort Lauderdale for the IAAO Board of Di- rectors. The Board chose sunny Florida as the location for the installa- tion of officers and winter meeting. Congratulations to our Immediate Past President, Tracy Drake, on his installation as Director of Region 3. Florida is well represented with IAAO. Here in Florida, the Executive Board and Steering Committees have been working hard putting to- gether an excellent agenda for the annual conference. I am especially looking forward to the introduc- tion of our newest education track, the Administrative Track. With this addition, I truly feel we are better serving the needs of our members. We will be in St. Petersburg at the Bayfront Hilton May 1 st through May 3 rd this year. The deadline to register and book your hotel rooms is April 5 th but I encourage everyone to do so early! Attention IAAO Designees! Prior to the conference we are offering IAAO Workshop 181, the 7-Hour National USPAP update. This would be a great opportunity to help you meet your required continued education. When taking a classroom version of the update, there is no test! Plus the instructor has received rave reviews.

FCIAAO TPP SEMINAR & PPS WORKSHOP - KISSIMMEE | DEC 2018

In December the FCIAAO held the annual TPP Semi- nar at the Embassy Suites Lake Buena Vista South. We had sixty-six TPP Professionals attend this year’s Seminar.

Prior to the Seminar the Chapter hosted IAAO Work- shop 853 - PPS Cast Study Review. Lisa Hobart, PPS, CAE, ASA brought her expertise and taught a very entertaining and informative workshop. Twenty-four TPP Professionals attended the Workshop as they work to obtain their PPS designations. We have a great group currently working toward a PPS Designation. Seminar topics included the IAAO’s update on the Standard of Valuation of Personal Property present- ed by Senior IAAO Instructor Lisa Hobart, PPS, CAE, ASA; VAB preparation and a Legal Update pre- sented by Hillsborough County’s legal council Will Shepard, Esq.; Social Media integration presented by Christine Centazzo from Palm Beach County Property Appraiser’s Office; numerous industry presentations and TPP Jeopardy hosted by Steve Weissman from Palm Beach County. Will Shepard, Esq. was a consensus favorite presenter and the TPP Jeopardy was also a big hit with the crowd. Our goal as a Chapter is to promote educational offerings for all chapter members. If you are interest- ed in a specific TPP course or topic, or need more information regarding the PPS designation, please let us know.

Rafael Torres from FPL talked about Battery Storage and the innovations that have occurred in that industry.

Everyone enjoyed playing along with the TPP Steering Committee in a very fun game of TPP Jeopardy!

2019 FCIAAO ANNUAL CONFERENCE - ST PETERSBURG | MAY 1 - 3

The FCIAAO Annual Conference will be held at the St Petersburg Hilton Bayfront, May 1st through the 3rd. This year we will be offering IAAO Workshop 181 - 7-Hr National USPAP Update. The National 7-hour USPAP Update offered for continuing education for licensure and certification through The Appraisal Foundation. The workshop provides a general overview of USPAP guidelines, advisory opinions, statements, and other appraisal practices with discussion, illustrations and case studies focused on issues relevant to the daily practice of mass appraisers.

Here in the Florida Chapter of IAAO, we take pride in recog- nizing the individual achievements of our members in the assessment industry. FCIAAO members are encouraged to Nominate fellow members for the Member of the Year Award and Lifetime Achievement Award . All nomina- tions are voted upon by the FCIAAO Executive Board. Nomi- nations must be submitted to the FCIAAO Vice President at least 60 days prior to the FCIAAO Annual Conference. PROFESSIONAL DESIGNATION SPOTLIGHT: MARK BECKER, MAI, CAE, CFE

Name: Mark Becker

Position: Assistant Director, Commercial Appraisal

Briefly describe your appraisal/assessment experience.

I have been in the appraisal field since 1987, starting out in residential appraising for approximately one year before transitioning to com- mercial property appraising. I decided to join the Property Appraiser’s Office as a commercial/retail appraiser in 2014.

Why did you pursue the CAE designation?

I have been fortunate to work for Property Appraisers, both Pam Dubov and Mike Twitty, that have encouraged their employees to pursue IAAO designations. As a part of my position, I thought it would be beneficial to obtain my CAE designation and to set an example to the staff to obtain their designations. It would be difficult for me to compare the requirements/process of the two designa- tions, due to the amount of overlap/credit received for already having the MAI designation while pursuing the CAE designation. I believe the MAI designation requires a few more income capitaliza- tion courses compared to the CAE designation requirements. However, the CAE designation re- quires a greater understanding of mass appraisal techniques (modeling, statistical analysis, etc.).

What was one of the biggest challenges you faced while pursuing your CAE designa- tion?

The residential case study exam was the most difficult course and final exam. However, with group study and review encouraged by the Property Appraiser, I was able to adequately prepare for the test.

What advice/suggestions would you give to someone considering an IAAO designa- tion?

I would tell them to take advantage of the opportunities provided to you by your employers to take the required classes in a timely manner. The comprehensive exams become more difficult if you de- lay taking them.

What is your favorite vacation and/or hobbies you enjoy?

I enjoy vacationing in the mountains of North Carolina, on the beaches of Florida and cruising on ships with drink packages. As far as hobbies, I enjoy tackling home improvement projects and watching college football (FSU- not so much this year).

Who is your favorite (all time) college football player? Why?

My favorite college football player is Warrick Dunn as he epitomizes class. He has overcome great obstacles in his life (losing his mother while in high school). He also has given back to his communi- ty by furnishing houses for those less fortunate through Habitat for Humanity.

MEMBER SPOTLIGHT: KALANI COONER

Name: Kalani Cooner

County: Pinellas

What do you do for the PA? My position is in the Tangible Personal Property department as an Ap- praiser 3. I canvass an area for new businesses, process returns, and defend values at the Value Adjustment Board. I also educate the public about assessing tangible property. How long have you been employed by the PA? I have been with the Pinellas County Property Appraiser’s Office for over 4 ½ years. I got my start in Tangible Personal Property in Yuma County, Colorado at the age of 21. I was hired as a temporary clerk

and after 6 months the County Assessor, Roberta Helling, gave me the opportunity to learn many aspects of the job and I became a Tangible Appraiser. I left when the County Assessor retired and ventured into Fee Appraising Real Property. When my second daughter was born, I started to look for a job in the public sector. I interviewed in Pinellas County and was offered the job the next day. Since I started with the Pinellas County Property Appraiser’s Office, my life has taken another path, quite different from where I was born. We have established ourselves in Florida with many friends and now have a new place to call home. I always try to volunteer myself for whatever arises, whether it’s to take trainees out in the field or help any co-worker with a task. I try to lead and guide new em- ployees within the PA office by giving them the advice I give my daughter and those I hold so dear; that is, “Surpass people’s expectations of you and be more than what people think you are. Just al- ways remember potential is a beautiful thing”. What do you like most about your job? What I like the most is assisting the public. I strive to end every conversation on a good note. You can’t make everyone happy, but I sure do try! Where were you born? I was born in a small town called Keala Kekua, Hawaii. I was born and raised in Hawaii and moved to Colorado when I was 16 where my father was attending school. I fell in love with Colorado with its diverse landscape and culture.

Where was your best vacation ever? A trip to California. A close friend in the movie business invited us for a week. We went to Disney- land and rode Space Mountain at least five times. We also went to the House of Blues for a large charity event and heard the band “Big Mountain.”

PROFESSIONAL DESIGNATION COMMITTEE NEWS

It appears the Florida Chapter is poised to have another successful year in producing new IAAO Professional Designees. Within the next few weeks, I will begin notifying those who will be receiving the Tony Hodge Educational Award at the 2019 FCIAAO Annual Conference in St. Petersburg. Please note the FCIAAO Procedural Rules were amended last year specific to the Tony Hodge Educational Award, as follows: “The Tony Hodge Educational Award may be granted to FCIAAO regular members who earn their IAAO designations. At the FCIAAO Annual Conference, the Executive Board shall recognize newly des- ignated members and may present them with a $500 check. To be eligible, new designees must be a FCIAAO member in good standing for at least 12 consecutive months prior to being awarded the desig-

nation and receiving the award. New designees must provide a copy of IAAO’s letter confer- ring the designation, or a copy of the designation certificate, to the PDC Chairman, or a mem- ber of the PDC. Tony Hodge recipients must be registered for the respective Annual Confer- ence to be eligible to participate in the awards presentation.”

New designees should email a copy of IAAO’s letter conferring the designation (or certificate) to tdrake@ccpao.com . The deadline to submit is Wednesday, April 24, 2019.

Conference and hotel registrations are now available. Therefore, if you have completed your designa- tion, or anticipate completing your designation by the submission deadline, you are encouraged to go ahead and register as hotel rooms are limited. MEMBER SPOTLIGHT: KALANI COONER (CONTINUED)

What are your hobbies? I love going metal detecting, cooking, playing games, and most of all gardening. I’m in the process of growing my own little piece of Hawaii around my home. What do you plan to do when you retire? When I retire, I would like to entertain and have cooking parties with my friends and create exotic dishes. I would love to enjoy grandchildren when that time comes, but most of all I would like to relax and appreciate how my life turned out.
