Comm i s s i on outlines its activities
d u r i ng the year e n d i ng 31 December,
1991 a nd notes t h at 1991 saw a
n umb er of the r e c omme n d a t i o ns of
the C omm i s s i on being enacted into
legislation. T h e S t a t u te of
L imi t a t i o ns ( Am e n dm e n t) Act, 1991
substantially enacted the
r e c omme n d a t i o ns c o n t a i n ed in the
Comm i s s i o n 's Re p o rt o n Personal
Injuries, ( LRC 21-1987) while the
C r imi n al D a m a ge Act, 1991 was in
substantial accord with the
Comm i s s i o n 's r e c omme n d a t i o ns in
its report o n Ma l i c i o us D a m a ge
( LRC 26 1988). T h e Ad o p t i on Act,
1991 i mp l eme n t ed ma ny of the
r e c omme n d a t i o ns m a d e in the
Re p o rt o n the Recognition of
Foreign Ad o p t i on Decrees ( LRC 29 -
1989), the Child Ab d u c t i on a n d
E n f o r c eme nt of Cu s t o dy Or d e rs Act,
1991 i mp l eme n t ed the s u b s t a n ce of
the Comm i s s i o n 's r e c omme n d a t i o ns
in its Re p o rt o n the H a g ue
Co n v e n t i on o n the Civil As p e c ts
of I n t e r n a t i o n al Child Ab d u n c t i on
a n d Related Ma t t e rs ( LRC 29 -
1989), a nd the Child Ca re Act,
1992 i mp l eme n t ed t he
r e c omme n d a t i o ns regarding care
proceedings m a d e by the
C omm i s s i on in its Re p o rt on
Child Sexual Ab u se ( LRC 32
1991).

A lengthy Discussion P a p er on
D i s h o n e s ty was circulated to
interested g r o u p s, c o n t a i n i ng
provisional r e c omme n d a t i o ns relating
to the creation of new a n d simplified
o f f e n c es relating to f r a u d. T h e
C omm i s s i on h o p es to publish a
Re po rt on this in 1992.
Du r i ng the year the Comm i s s i on
wo r k ed o n the first d r a ft of a
Discussion P a p er o n Ch o i ce of Law
on Tort a n d a Discussion P a p er to
deal with the f o r mu l a t i on of a
c oh e r e nt sentencing policy. T h e latter
p a p er is near c omp l e t i o n.
An ad h oc advisory c omm i t t ee of
the Comm i s s i on c o n t i n u ed its
e x ami n a t i on of various aspects of
family law a n d a Co n s u l t a t i on
P a p er will be c omp l e t ed this
year.
T h e C omm i s s i on also c omme n c ed
research into the law relating to
insanity, intoxication a n d also
c omme n c ed research o n t he law
relating to c omp e n s a t i on in
p e r s o n al i n j u ry cases with p a r t i c u l ar
reference to periodic p a yme nt of
d ama g e s.

in the law o f f e r i ng a c omp r e h e n s i ve
review of the full s p e c t r um of the
law's activities. It is, therefore, mo re
satisfactory f r om the po i nt of view
of the practitioner w h o is s c a n n i ng
the entire range of legal p r o b l ems to
look for p a r t i c u l ar developments.
Wh i le a n umb er of the cases which
are reviewed in the b o ok are of
significant interest to Irish
practitioners since they cover areas
of law where there is little difference
between English law a n d Irish law,
