In the UK, owners and operators of high hazard process
plants are regulated by the Control of Major Accidents and
Hazards regulations (COMAH Regulations 2015). This
requires that: -

Every operator shall take all necessary measures to
prevent major accidents and limit their
consequences to people and the environment
§
Reduce risks ‘As Low as Reasonably Practicable’
(ALARP)
