Utility Billing [650-5750]

ACTIVITY DESCRIPTION

Utility Billing is responsible for the monthly billing of fees for water and wastewater services. With a customer base of

12,980 active accounts, the Utility Billing function continues to emphasize customer satisfaction by assisting custom-

ers with opening and closing accounts; at the counter with payments and questions; and providing consistent high

quality customer service on the telephone regarding account status and accepting credit card payments, particularly

online. Utility Billing staff also responds to general City Hall inquiries and refer City customers to appropriate depart-

ments.

FY 14-15 HIGHLIGHTS

Added a water consumption graph to utility bills showing usage for the current and prior 13 months

Updated the online bill pay website to compliment the City's newly designed web page

Implement real time data upload to customer accounts for web access

Perform services study to ensure the best possible configuration for City Hall customer service, in which utility

billing plays a significant part

FY 15-16 ACTIVITY GOALS

Provide customer support, assistance and information to address on-going drought

Promote e-billing to improve customer service (faster delivery, not lost in mail) and reduce use and cost of sup-

plies

Continue to promote the use of online bill pay and the new WaterSmart data accessibility features

FINANCIAL COMMENTS

The Utility Billing function is the responsibility of Finance, and is funded by water and wastewater utility user fees. Wa-

ter and wastewater service fees will increase per Resolution 6492 for services provided January 1, 2016 or later. The

effect of this increase is demonstrated by a sample invoice shown on the next page. In addition, a new rate study will

be completed in the 2015 calendar year.
