employee’s leave record and determine if the employee is eligible for City Manager’s leave and if so,

when.

6.3 If the employee has met the basic qualifying requirements as outlined in this policy, the

supervisor should forward a written recommendation to request City Manager’s leave to his

department director. This should be done at least two weeks prior to the exhaustion of all eligible

paid leave. See appendix document,

6.4 If the supervisor is unsure of the employee’s eligibility for City Manager’s leave, he should

discuss this with management of his department and/or the designated human resources

department contact for this policy.

6.5 The department director will review the supervisor’s recommendation, the employee’s leave

record, information concerning expected return to work and if appropriate will recommend, in

writing, to the human resources benefits consultant that City Manager’s leave be approved for

the employee. The department director’s recommendation must include a certification that in

the director’s review, he has determined the employee has not abused the sick leave privilege. See

Appendix, City Manager’s Leave Request Form.

6.6 The human resources director will review the department’s and the human resources benefits

consultant’s recommendations and will make a decision. If the department’s request is approved,

the human resources benefits consultant will notify the department director of the approval and

any contingencies or restrictions that apply.

6.7 If an employee is absent for an extended period, the supervisor should continue to enter leave

in the City’s time-keeping system on behalf of the employee each payroll period. This will allow the

supervisor and the human resources department to monitor the leave balance and determine the

status of the leave benefit. During an extended absence, the supervisor should be in regular contact

with the employee in order to monitor the anticipated return to work.
