2. If the issue is not settled in step one (1), the employee may, within ten consecutive

calendar days of receipt of the immediate supervisor’s reply, submit his/her appeal, in

writing, to the next higher supervisor.

3. If the appeal is not settled in step two (2), the employee may, appeal to the next higher

supervisor. This step should be repeated until the appeal reaches the Department Director.

4. If the issue is not settled in step three (3), the employee may, within ten (10) consecutive

calendar days, submit his/her appeal, in writing, to the Department Director. The

Department Director (or designated individual authorized to act on behalf of the Director)

shall review the written record (required). In addition, the Department Director may

choose to interview the employee, department supervisory officials, or other individuals

with relevant information. The employee will be notified if the review will take longer than

twenty (20) calendar days. The Department Director, or designee, has final authority on all

written warnings.

5. If an employee reports directly to the City Manager, Deputy City Manager, Assistant

City Manager, or Department Director, he/she has only one appeal with his/her immediate

supervisor. All of the previous appeal steps are combined into one step (a review of the

written record with the immediate supervisor). The immediate supervisor should notify the

employee, in writing, of his/her decision within twenty (20) calendar days of the date of the

appeal. The immediate supervisor has final authority on written warnings.

C. Suspensions, Demotions

Employees may appeal suspensions and demotions pursuant to the following procedures:

1. The appealing employee must appeal to the City Manager’s Office, in writing, within ten

(10) consecutive calendar days of the date that the corrective action decision was delivered

to the employee.

2. The appeal will be assigned to the manager who has supervisory authority over the

appealing employee’s department. That manager shall review the written record (required).

In addition, the manager may choose to interview the employee, department supervisory

officials, or other individuals with relevant information. The employee will be notified if

the review will take longer than twenty (20) calendar days. Also, the employee will be given

an estimated time for completion of the review.

3. The reviewing manager’s decision is final.
