Seasonal Temporary employees receive salary plus mandated benefits only.

Budgets for these positions are calculated based on the value of the position, the scheduled

hours per week, and the duration of the active period for the position.

4.

Roster Part-time (A4)

- Positions where employees work irregular schedules on a call-in

basis; days of the week and/or the number of hours vary directly with the workload of certain

program activities. The City has identified these positions as not benefit eligible and will not

exceed 1000 hours within a 12-Month Rolling Period calculated on the first of the current

month by counting the hours worked during the previous 12-months. Employees working in

these positions must average less than 20 hours per week during a calendar year. Typically,

large numbers of employees in this category are maintained on the payroll so that a sufficient

number will be available for peak demand when called. These positions also include employees

who may work on a regular recurring basis but where the scheduled number of hours is less

than 20 per week.

5.

Special Project (A5)

- Positions typically designed to staff a capital project that may run

from twelve (12) but not more than forty-eight (48) months. Normally, the employee works

full time (40 hours per week average) for the duration of the project. At the conclusion of the

project, the position is inactivated and there is no further obligation to the employee. (This is a

rarely used position type.)

Special Project employees receive a salary plus mandated benefits and will be enrolled in the

North Carolina Local Government State Retirement System.

Budgets for these positions must be calculated by each department and included in the

appropriate line item.

6.

Elected Official (EO)

- Positions which are filled by the Mayor and other City Council

Members.

Members are paid a salary, expense allowance, and limited benefits established by City

Ordinance.

Budgets for these positions are calculated based on the value of the position and the employee’s

benefit selections.

7.

Payroll Only (PO)

- In some instances, the City produces the payroll for programs that

are financially supported by other governmental entities (normally a Federal Government

agency). The City has no obligation to these employees, is not involved in their selection or
