INTRODUCTION
Local Fuel plc own and operate a fuel storage facility at Shoreham. The terminal is classified
as a low tier COMAH site. Local Fuel plc manage and employ operators and maintenance
personnel for the day to day running of the terminal. As and when necessary Local Fuel plc
employ the services of outside organisations to assist in specialist advice and services.
In the case of Management of Functional Safety related to the terminal’s SIL rated overfill
protection system, Local Fuel plc have engaged P & I Design Ltd to assist and support the
company in ensuring compliance to BS EN 61511.
