Finally, political choices accounted for the need to join the European process with

the aim of achieving a liberalised internal market for gas. It is worth noting that

significant changes have already taken place in a number of Baltic countries. The

process of TSO unbundling, the implementation of European network codes and

other measures such as the establishment of gas exchanges create the basis for

viable regulatory framework that can be used for further development of the regional

market. The actions taken to create a single market area in the Baltic states and

Finland and the measures to integrate the gas infrastructure in the West Baltic area

(Poland, Denmark and Sweden) showcase that this process has already been

ongoing and is gradually progressing.
