Districts or schools receiving an “A” or “B” rating for either performance

index score or for overall value-added progress dimension on the report

card for the immediately preceding school year may use a different

diagnostic assessment for its K-2 testing in reading, writing, and

mathematics and for the grade 3 diagnostic assessment in reading and

writing.

Results from the diagnostic assessments shall be used by each district

to provide intervention services for those students failing to make

satisfactory progress in attaining academic standards for their grade

level.

Districts are also authorized to administer the diagnostic assessments in

the fall and the spring of a school year in order to measure the amount

of academic growth of students during the school year. However, a third

grade student not subject to the retention provisions of the third grade

reading guarantee is to be given the Ohio Language Arts Achievement

Assessment in the spring (and not the diagnostic instrument).

A district is specifically authorized to administer the third grade English

language arts diagnostic assessment to all students. However, it must

provide intervention services for those students making “unsatisfactory

progress toward attaining the academic standards for their grade level.”

DIGITAL SCHOOL

DEFINITION

The definition of an “internet or computer-based community school”

(digital school) includes a community school that offers career-technical

education even if that instruction provides some classroom-based

instruction.

STANDARDS

Digital schools were required to comply with standards adopted by the

International Association for K-12 Online Learning by January 1, 2013

(new schools) or July 1, 2013 (existing schools).

DIPLOMA

SIGNATURES

The required signatures on a high school diploma are the president and

treasurer of the issuing board, the school district superintendent of

schools, and the high school principal.

Diplomas by law are not issued by joint vocational school districts and

by cooperative education districts.

PROGRAMS

A board of education shall grant a diploma to anyone completing the

curriculum and successfully completing the College and Work-Ready

Assessment System (CWRAS), which replaced the Ohio Graduation

Tests (OGT) for students entering ninth grade for the first time on or

after July 1, 2014. The OGT may not be administered to any first-time

takers after a date to be specified by the State Board.

Both non-chartered, nonpublic and home schooled students are

permitted, but not required, to participate in the CWRAS (including the

EOC exams).

Two types of diplomas (i.e., a diploma and an honors diploma) are

recognized by Ohio law.

One-half of the CWRAS consists of seven end-of-course (EOC) exams:
