Abstract:
The article deals with different aspects of contemporary EU-U.S. legal
cooperation on home affairs. The larger part of the article is devoted to the agreement
between the EU and the U.S. on the processing and transfer of Financial Messaging
Data from the European Union to the U.S. for the purposes of the Terrorist Finance
Tracking Program. History of contemporary EU-U.S. cooperation on home affairs is
also described.

Článek se zabývá různými aspekty současné právní spolupráce EU a USA
v oblasti vnitřních věcí. Větší část článku je věnována dohodě mezi Evropskou unií
a Spojenými státy americkými o zpracovávání a předávání údajů o finančních trans-
akcích z Evropské unie do Spojených států pro účely Programu sledování financo-
vání terorismu. Současně článek popisuje historii spolupráce v oblasti vnitřních věcí
mezi EU a USA.

the International and European Law Department of the Voronezh State University
(Russia). P. Biriukov is author of more than 320 scientific and educational works,
including 12 monographs, 16 textbooks, 32 manuals. Basic directions of scientific
researches – problems of the international and European law; various aspects of
a ratio of international and domestic law; human rights; international fights against
crimes; cooperation in the economic sphere; criminal procedure; financial law;
constitutional law; WTO law; legal regulation of tourism, international transport,
international civil process, intellectual property. P. Biriukov characterizes concepts
of interaction of international and national law, operating in various states. He
investigates in detail various aspects of the law of European integration, activities of
EU agencies for internal affairs (Europol, Eurojust, OLAF, Frontex), implementation
of EU law in Member States.
Introduction
The EU and the U.S. have benefited from a long-standing, productive partnership
in the areas of justice, freedom and security. The progress is reflected in agreements
on extradition and mutual legal assistance, information on flight passengers,
customs cooperation, collaboration in tracking terrorist financing and EU assistance.
Cooperation on Home Affairs is an important part of the relations between the
EU and the United States. It has been framed by the «New Transatlantic Agenda»
