directed to institute proceedings against an unquali­

fied person for drawing a letting agreement under

seal for or in expectation of fee or reward.

Housing (Amendment) Bill, 1950

The Secretary reported that representations had

been made to the Department of Local Government

in connection with Section 6(6) o f the Bill (which

provides that instruments giving effect to the pur­

chase of houses in respect o f which grants have been

made will be liable for stamp duty at the rate of i

per cent, or to/- per cent, only) pointing out the

difficulties which may arise in the investigation of

title in future sales unless provision is made in the

section for the endorsement o f a certificate which

will be evidence that the deed had been duly stamped.

The matter was under consideration by the Depart­

ment.

HOUSING (AMENDMENT) BILL, 1950

Section 6 (6) :

(

a)

Subsections (i) and (3) o f section 13 of the

Finance (No. 2) Act, 1947 (No. 33 o f 1947),

and subsections (1) and (3) o f Section 24 of

the Finance Act, 1949 (No. 13 of 1949), shall

not apply to any instrument giving effect to

the purchase of a house in respect of which a

grant under this section may be made to the

purchaser when the house is occupied by him

and in lieu thereof such stamp duties shall be

chargeable as would have been chargeable if

those sections had not been enacted.

Paragraph

(a)

o f this subsection shall have

effect if, but only if, the instrument contains

a statement such as is referred to in subsection

(4) o f section 13 o f the Finance (No. 2) Act,

1947, or subsection (4) of section 24 of the

Finance Act, 1949, whichever is appropriate,

and there is endorsed on the instrument a

certificate under the seal o f the Minister for

Local Government that a grant under this

section will be made to the purchaser when

the house is occupied by him.
