County Tipperary and King's County (Birr
Division) Sessional Bar Association.
THE Half-yearly General Meeting of this
Association was held at Thurles, on Wednes
day, the 21st July, 1915.
In the unavoidable absence of the President,
Mr. H. T. Sayers presided. The following
members were also present:—Messrs. L. J.
Ryan, N. F. Maher, M. Gleeson, R. B.
Heuston, W. J. Purcell, A. H. Morgan (Hon.
Treasurer), J. J. Ryan, F. J. O'Connor,
J. F. D'Arcy, Arnold Power, William Frewen,
J. F. Dudley, James O'Brien, T. F. O'Brien,
and Henry Shannon (Hon. Sees.)
Letters of apology for non-attendance were
read from several members.
The minutes of the Half-yearly General
Meeting held on the 19th October, 1914, were
read and signed.
The Hon. Sec. (Mr. H. Shannon) read a
proposed new Rule, No. 12A, as appearing on
the agenda, viz. :—" Members of the Associa-
" tion shall not ask the Court, or instruct
" Counsel, to apply to have the costs of
" motions measured
in either the King's
'' Bench or Chancery Division of the High
"Court, or in proceedings in the County
" Court in which members appear for the
" unsuccessful party, unless there are special
" circumstances within
the meaning
of
" Order 65, Rule 25 of the Supreme Court
" Rules.
Any member found guilty of a
" breach of this Rule by the General Com-
" mittee, or
a majority
thereof,
on
a
" complaint made to them by any one or
" more members of the Bar, shall be subject
" to such penalty as the General Committee,
" or a majority thereof, shall impose, not
" exceeding £10, subject to the right of appeal
" provided for under Rule 15 ;
and no
" member charged with any such complaint
" shall be entitled
to vote
in
relation
" thereto."
Mr. Shannon stated that this had been
apprpvecl by the General Committee of the
Association, and was carrying into effect the
resolution of the General Council of the Bar
of
Ireland,
following on
correspondence
between that Council and the Council of the
Incorporated Law Society. After discussion
the resolution was proposed by Mr. William
Frewen, seconded by Mr. Arnold Power, and
passed unanimously.
Mr. Shannon proposed for adoption Rule
12B, as appearing on the agenda, and its
adoption was
seconded by Mr. Michael
Gleeson, viz. :—" No member of the Associa-
" tion shall accept an apprentice'to learn the
" profession of a Solicitor without submitting
" the name of such intended apprentice to
" and obtaining the approval of the General
" Committee, and no member shall be at
" liberty to accept an apprentice whom the
" General Committee shall reasonably decide
"would be an undesirable member of the
" profession."
" No member of the Association shall
" accept an articled clerk to learn the pro-
" fession of a Solicitor without submitting
" the name of such intended articled clerk
" to and obtaining the approval of
the
" General Committee ; and no member shall
"be at liberty to accept an articled clerk
" whom
the General
Committee
shall
" reasonably decide would be an undesirable,
" member of the profession.
