stated that he had not in fact examined or cross-

examined witnesses at the Inquiry, but had confined

himself to making a statement on behalf of his

Association.

It was ordered that • the Secretary

should reply stating that the Council accept the

statement that no witnesses were cross-examined

or examined by the Secretary of the R.I.A.C.,

but that the making of a speech or submission

of an argument by an unqualified person, acting

otherwise than on his own behalf, and not appearing

merely in the capacity of a witness, would be con

sidered by the Council as exercising the functions

of an advocate.

Applications under Section 18

Two applications under Section 18, for exemption

from the Preliminary Examination were considered.

In one case it was decided not to oppose the ap

plication, and in the other case it was decided to

oppose it.

THE Ordnance Survey Office have put into operation

a scheme whereby Engineers, Architects, Surveyor s

Solicitors and other persons will be entitled to make

hand copies of Ordnance Survey maps and plans

subject to the payment of a compounded royalty

fee of j/- per Calendar Year. The licen;e is issued

by the Assistant Director, Ordnance Survey Office,
