Appointment of Committee
to consider Problems of
Delays and Expenses
Associated with Private
House Purchase Transactions
Following the Report by An Foras Forbatha entitled
Problems of Delays and Expenses Associated with Private
House Purchase Transactions Report No. 1 - Building
Societies and Legal Requirements
- the Minister for the
Environment invited the Law Society and the Irish
Building Societies Association to nominate represen-
tatives to a joint committee which he proposed to
establish.
The Law Society has nominated:—
Ernest B. Farrell
and
John F. Buckley
as its members and the Irish Building
Societies Association has nominated
Mr. Michael
Fingleton
and
Mr. Frank O'Flynn
as its nominees.
The Chairman of the Comittee is:—
Mr. Sean O'Leary,
Principal Officer, Department of the Environment, and
the other members of the Committee are:—
Mr. John
Carroll,
Principal Officer, Department of the Environ-
ment and
Mr. Niall McSweeney,
Assistant Principal
Officer, Department of Finance.
The Minister has asked the Committee to recommend
practical measures that will reduce the delays experienced
and expenses incurred by house purchasers in the case of
first purchase transactions with particular reference to the
desirability of;
a. facilitating the use of the same solicitor by the
purchaser and lending agency and
b. reducing or eliminating the need for bridging
finance in house purchase transactions.
The first meeting of the Committee was held on the 3rd
April, 1985.

Council of Europe Colloquy
on Human Rights
The Sixth International Colloquy on the European
Convention on Human Rights will take place in Seville
from the 13th to 16th November 1985.
The Colloquy will deal with the following themes:—
Freedom of Expression and Information in a
Democratic Society
Responsibilities deriving from the Implementation
of European Convention on Human Rights.
The opening of the Colloquy will take place at the
Alcazar of Seville on Wednesday, 13th November 1985,
at 10.30 a.m. in the presence of His Majesty the King of
Spain.
The proceedings will be conducted in English, French
and Spanish and simultaneous interpretation will be
provided to these three languages. The report will be
forwarded to the participants a few weeks before the
opening date.
