THE CZECH REPUBLIC IN THE WCIT-12

Abstract:
The World Conference on International Telecommunications (WCIT-12)
was held in Dubai, the United Arab Emirates, from 3 till 14 December 2012 to revise
the International Telecommunications Regulations (ITRs). The Czech Republic
was actively involved in the preparatory process, supporting the CEPT principles.
Questions over structure and openness of the WCIT-12 to the world were settled
at the beginning of the Conference. The first compilation text prepared by the ITU
reflected all proposals coming from Member States and Sector Members,including
amendments to the text regarding areas not even within the ITUmandate. Diversion
of views, especially on the definition of telecommunications, stakeholders to be
bound by the Treaty, Internet governance, routing, security, spam and finally also
human rights, led the delegation of the Czech Republic to a decision not to sign the
new ITRs. Currently, those Member States that did not sign on the spot but decided
to ratify can access the Treaty.
Resumé:
Ve dnech 3. až 14. prosince 2012 se v Dubaji (Spojené arabské emiráty)
konala Světová konference o mezinárodních telekomunikacích. Jejím cílem bylo
zrevidování Mezinárodního telekomunikačního řádu. Česká republika se aktivně
účastnila přípravného procesu a podporovala při něm zásady zemí z evropského re-
gionu (uskupení CEPT). Při zahájení konference byla stanovena její struktura a ote-
vřenost světu. Výchozí text Řádu připravilo ITU jako soubor veškerých podaných
návrhů na úpravy článků, které obsahoval původní Řád. Součástí byly i návrhy zcela
nových textů, mnohé z nich přesahující mandát ITU. Názorová rozdílnost zejmé-
na v oblasti definice telekomunikací a stran, vázaných Řádem, správy internetu,
směrování telekomunikací, bezpečnosti, spamu a konečně i otázka lidských práv
dovedla českou delegaci k rozhodnutí nový Řád nepodepsat. Státy, které závěrečná
akta nepodepsaly na místě, ale rozhodnou se nový Řád ratifikovat, mají v současné
době možnost k němu přistoupit.
