2017-2021 FINANCIAL PLAN



Implemented Building Permit approval

process enhancements that created

efficiencies, enhanced services and

reduced costs for builders;



Received 719 development applications

for rezoning, subdivision, development

permits, development variance permits,

and Official Community Plan

amendment;



Prepared and presented 299 planning

reports to Council on development

applications;



Commenced the Land Use Contract

(“LUC”) termination process, presented

159 LUC termination reports to Council;



Approved the creation of 578 single

family lots;



Continued successful grant project

implementation;



Supported RCMP growth with

construction of new and renovated

space in former City Hall building;



Completed and received Council

approval for Stage 1 of the Abbey Ridge

Local Area Plan . Stage 2 approval

pending December 2016;



Completed and received Council

approval for Stage 1 and 2 of the

Fleetwood Town Centre Plan;



Completed and received Council

approval of amendments to the Zoning

Bylaw that resolved several issues

related to parking, including the

creation of the new RF-13 Zone;



Completed and received Council

approval of the Surrey City Centre Plan;



Initiated a new Neighbourhood Concept

Plan (“NCP”) for Grandview Heights #3;



Initiated a new Town Centre and Transit

Corridor Plan for the Guildford Town

Centre / 104 Avenue Corridor; and



Initiated a new Local Area Plan for

South Campbell Heights / Hazelmere

Valley area.



Continued ongoing support and staff

liaison to the Agriculture and Food

Security Advisory Committee and the

Development Advisory Committee;



Supported the City’s Biodiversity

Conservation Strategy, which was

approved by Council;



Collaborated with SFU Urban Studies

and Small House BC on an applied

research project for infill housing and

tree retention; and



Completed and received Council

approval for Streamside Protection

Measures, including changes to the

Zoning Bylaw to define riparian

protection areas and new

Environmental Development Permit

guidelines in the OCP.
