Official Duty Leave

Number: F-9

Revision: 2

Effective Date: 11-1-11

1.0 POLICY

T

he City of Greensboro grants leave with pay for certain official duties performed by benefit

eligible employees of the City while away from their normal work sites.

2.0 PURPOSE

T

he City recognizes that there will be times when an employee will be away from his

normal work site while performing his official duties or to attend a professional meeting or

conference. In order to be able to document the employee is acting in an official capacity, the City

created official duty leave. This leave provides documentation for worker’s compensation as well

as demonstrates for the public that the employee is authorized to be away from his normal work

site on official business. When the employee is authorized to be away from his normal work site

outside the City as covered in this policy, the employee is on official duty leave.

A

related leave, used for a slightly different purpose is Educational Leave.

See the Educational Leave With Pay policy on page 216.

3.0 SCOPE

This policy applies to all benefit eligible employees.

4.0 DEFINITIONS

4.1

Benefit Eligible

- Full time and part time employees who are eligible for coverage and

participation in the City’s benefit programs in addition to legally mandated coverage.

See the appendix document, Position Types on page 414.

5.0 ORGANIZATIONAL RULES

5.1 A benefit eligible employee of the City may be granted official duty leave without charge against

annual leave as follows:

A. While on official business for the City outside the city, or

B. While attending professional conferences and meetings authorized by the City Manager or

his designee outside the city.

5.2 If a benefit eligible employee is attending a training program for professional development

(more than a conference or meeting) outside the city, the time will be charged as educational leave

with pay, not official duty leave.

See the Educational Leave With Pay policy on page 216 for more information.
