1.0 POLICY STATEMENT

iolence, threats of violence, activities that may provoke violence, or activities that demean or
harass employees (including physical, mental, or emotional) will not be tolerated by the City
of Greensboro. It is the obligation of each and every employee to contribute to the safety, health,
and wellbeing of all in the work environment by refraining from threats, violence, harassment,
bullying, or activities that may provoke violence and/or harassment, by reporting behavior that
violates this policy and by making every effort to handle behavioral conflicts responsibly. All
employees are required to report possible internal and external harassment to their supervisor and
a Human Resources Employee Relations staff (see procedures).
2.0 PURPOSE
T
he City of Greensboro is committed to maintaining a workplace free from threat, harassment
and intimidation. The City is concerned for the health, safety, and wellbeing of employees.
The City has established procedures to respond to reports of potential threats, violence, activities
that may provoke violence or harassing behaviors. The City provides training to educate employees
in ways to prevent violence and encourages employees to discuss any concerns about health, safety,
and well-being with supervisors, City security, Safety and Health Division, and Human Resources’
Employee Relations staff.
3.0 SCOPE
This policy applies to all City employees.
4.0 DEFINITIONS
4.1
Harassment
- One type of illegal discrimination and is defined as offensive and
unwelcome conduct, serious enough to adversely affect the terms and conditions of a person’s
employment, which occurs because of the person’s protected class, and can be attributed to the
employer. Title VII covers harassment for protected classes by law. The City of Greensboro
adopts an anti-harassment stance for all employees.
4.2
Workplace Bullying and General Harassment
- Repeated, unreasonable actions of
individuals (or a group) directed towards an employee (or a group of employees), which is
intended to intimidate and creates a risk to the physical and/or emotional health and safety
of the employee(s). Bullying behavior in the workplace is unacceptable and against personnel
policy in the City of Greensboro’s work environment. Bullying is unwanted offensive and
malicious behavior which undermines an individual or group through persistently negative
attacks. There is typically an element of vindictiveness and the behavior is calculated to
