Education for epileptic children served by state, district, county, or

municipal hospital within school district boundaries unless 60% of the

served children reside in a single school district in the same or an

adjacent county.

STATE SHARE INDEX

The state share index is multiplied by the total basic state aid to arrive at

the actual amount each district receives. The index is basically a ratio

determined by a district’s local per pupil property wealth and median

income when compared with the averages for both values on a

statewide basis. For more detailed information, please see the Line by

Appendix N.

STEM SCHOOL

STUDENT

PARTICIPATION IN

EXTRA-CURRICULAR

ACTIVITIES

A student enrolled in a community school or STEM school must be

afforded the opportunity to participate in any extracurricular activities

at the school of the student's resident school district to which the

student would have been assigned (regardless of whether the

community school or STEM school is sponsored or operated by the

school district as required under prior law).

The superintendent of any school district is permitted to afford to any

student who is enrolled in a community school or STEM school and

who is not entitled to attend school in that district, the opportunity to

participate in the school's extracurricular activities if (1) the student's

school does not offer the extracurricular activity, and (2) the activity

is not interscholastic athletics or interscholastic contests or

competition in music, drama, or forensics.

A school district board of education is also prohibited from imposing

additional rules on a community school or STEM school student that

do not apply to other students participating in the same

extracurricular activity.

STUDENT FEES

Boards of education are permitted to adopt a schedule of fees for

materials used for instruction and a schedule of charges which may be

imposed upon students for the loss, damage, or destruction of school

apparatus (e.g. equipment, musical instruments, library material,

textbooks, or electronic textbooks) or damage to school buildings. The

payment of these fees and charges may be enforced by withholding the

student’s grades and credits.

However, no student eligible for a free (not reduced price) lunch can be

charged a fee for any materials used in a course of instruction. This

broad exemption does not apply to the loss, damage, or destruction

cited above. It also does not apply to any charges for non-instructional

purposes (e.g. “pay to participate” fees, parking permits, etc.) nor to fund

raising activities.

The permission to withhold grades and credits does not apply in the

case of abused, neglected, or dependent children. See

STUDENT RECORDS,

MISSING CHILDREN

AND

If a law enforcement agency notifies the school which a reported missing

child last attended, a school district “official” must mark the record. (The

request by the law enforcement agency is voluntary. However, if the

request by law enforcement is made, the actions of the school are

required.)

Should a request for the student’s records arrive, the school must then

notify the law enforcement agency that requested the marking of the

record. The school must forward the record to the requesting school

with no indication that the record had been marked.
