ingress and egress so long as they are used for a finite period of time

and in an emergency situation.

If a school has such devices installed, staff members must be trained in

the use of the barricade devices, and records must be maintained to

verify this training.

The school is also responsible for notifying the chiefs (or their

equivalents) of the local law enforcement agency and local fire

department of the installation of the devices.

SEGMENTING OHIO

CONSTRUCTION

FACILITIES

COMMISSION (OCFC)

PROJECTS

School districts have the capacity to divide an approved district-wide

OCFC project into “segments.”

Any segment must represent total construction costs equal to or

exceeding 4% of total property valuation and must include the

construction or renovation of a complete building within the district.

The required maintenance levy of one-half mill runs from the date the

first segment is undertaken. Apparently, no additional maintenance levy

is required for subsequent segments.

A district may elect to prorate the full maintenance amount for a

segmented project if it uses one of the alternative methods for financing

the maintenance amount in accordance with the following formula:

The full required maintenance amount multiplied by a factor based on

the school district’s portion of the basic cost for the segment divided by

the school district’s entire classroom facilities needs (as determined

jointly by the commission and the district).

The alternative methods are: direct annual transfer from other funds;

proceeds from a permanent improvement levy or school district income

tax; or gifts and bequests.

If a district does a segmented program, no additional assistance is

available for additional work on a building from a prior segment unless

the school district can demonstrate an exceptional enrollment increase in

the grades housed in the building which was included in the earlier

segment.

The local share for any subsequent segments remains the same as for

the initial segment.

For “1990 look-back” districts (those which received assistance under

CFAP when it was administered by the Ohio Department of Education

prior to the creation of the OCFC in 1997), there are some notable

exceptions. These districts may create a segment that addresses only

part of a building in order to renovate or replace work done under the

prior project. The OCFC must approve the project by determining that

the work is necessary to protect the facility. While the state and local

shares are not affected, there is no minimum size for the project, and

that additional one-half mill for maintenance is not required.

SERVICE FUND

Any board may establish a service fund for paying expenses of

members in performance of their duties and expenses of members-to-be

incurred in training and orientation. The amount may not exceed

$2/student or $20,000, whichever is greater. A governing board of an

ESC is limited to $20,000. (The member-to-be can be either elected or

appointed.)
